The sky pirates, long thought to be mere raiders, are actually enforcers of this pact, demanding a terrible price. PCs must navigate paranoia and moral dilemmas to prevent the city’s collapse, with the true threat lying in the fear the pact’s unraveling stirs. (Level Range: 5–8)

Background

Skyreach Spire, a city suspended by arcane magic, thrived under a centuries-old pact with the celestial entity Astralis. In exchange for protection, the city’s leaders offered fragments of their souls as tribute. Now, the pact’s final offering is due—a ritual requiring a mortal’s life. The sky pirates, led by the enigmatic Captain Veyra, have infiltrated the city, demanding the ritual’s completion. But their true goal is to break the pact, unleashing chaos to claim the city’s power for themselves.
