Adventure Summary
Cloudspire, a floating city of pearl towers, windmills, and hanging gardens, is under siege by the notorious sky pirates of the Red Gale. Their raids are terrifying but oddly bloodless: sails cut, granaries stolen, bells rung at midnight, and messages painted in red across the cloud-docks. The city’s leaders claim the pirates are softening Cloudspire for invasion. In truth, everyone is looking upward for enemies while an older danger rises from below.
Three centuries ago, Cloudspire was lifted from a dying valley by an ancient pact with a colossal air elemental called the Bound Tempest. Every hundred years, the city must pay a toll of “one true surrender,” willingly offered by someone with authority over the city. If the toll is refused, the Bound Tempest will unmake the enchantments that hold Cloudspire aloft. The pact expires in three nights.
The monster is real, but it is not malicious. It is bound, patient, and bound by words mortals chose. The greater danger is the panic spreading through Cloudspire: neighbors accusing neighbors of pirate sympathy, guards arresting critics, priests demanding sacrifice, and pirates planning a desperate strike to reveal the truth. These five NPCs can be allies, rivals, victims, or villains depending on whom the characters trust.
Background
Cloudspire survives by pretending gravity is a problem solved long ago. Children race along rope bridges above open sky. Merchants trade stormglass, feather-silk, and bottled lightning. Noble families live in the upper aeries, while dockhands, rope-menders, and glider pilots crowd the lower rings, where cloudstone groans during bad weather.
The city’s ruling body, the Azure Compact, has hidden the pact for generations. The last toll was paid by a beloved archmage who stepped into the storm and was erased from public record. Now no member of the Compact is willing to surrender power, life, pride, or truth. They have encouraged rumors that the Red Gale pirates awakened a sky-beast, hoping fear of an outside enemy will keep the city obedient.
The Red Gale know pieces of the truth. Their captain’s grandmother was banished from Cloudspire after trying to expose the pact. The pirates are not innocent, but their current raids are meant to steal records, force confessions, and prevent the Compact from offering an unwilling victim in place of a true surrender.
