Adventure Summary
Cloudspire, a glittering floating city of white towers and brass aeries, is under siege by sky pirates while its leaders prepare for the expiration of an ancient pact. Five NPCs stand at the center of the crisis: a paladin captain, a pirate warlock, a cleric archivist, a rogue envoy, and a druid bound to the winds beneath the city.
Generations ago, Cloudspire was raised above the world by a bargain with the Veiled Gale, an ancient air spirit. In exchange for safety, prosperity, and flight, the city promised one payment every hundred years: a living “heart of the city,” chosen from among its people. The centennial hour is days away. If the price is not paid, Cloudspire will fall.
The player characters arrive as pirates attack the outer docks. They are quickly drawn into two competing factions. The Concord of Spires, Cloudspire’s ruling council, claims the sky pirates want to destroy the city. The pirates of the Red Zephyr claim they are trying to stop a murder dressed up as tradition. Both sides are lying. Each hopes to use the party as a weapon against the other while concealing its own plan to control the pact.
The meaningful choice is not simply whether to save the city or spare the sacrifice. The characters must decide who can be trusted with Cloudspire’s future, whether the pact can be renegotiated, and what price a city may ask of one person to preserve thousands.
Background
Cloudspire began as a refuge during the Storm Tyrannies, when mortal kingdoms were shattered by giants, dragons, and endless war. Its founders climbed the highest peak and called upon the Veiled Gale. The spirit lifted their sanctuary into the sky, but demanded a recurring tithe: once each century, a willing mortal must merge with the city’s heartstone and become the living anchor that keeps Cloudspire aloft.
Over time, “willing” became ceremonial. The Concord of Spires now selects a candidate and surrounds the choice with honor, secrecy, and pressure. The current candidate is hidden from the public. Rumors say the sky pirates know the truth and mean to free them.
Two factions manipulate events. The Concord wants the party to crush the pirates before they reveal the pact’s cruelty. The Red Zephyr wants the party to expose the Concord, but its captain also plans to seize the heartstone and bind the Veiled Gale to her own fleet. If either side succeeds completely, Cloudspire survives in chains. If the party uncovers the full truth, they may seek a third path.
