Adventure Summary

This NPC pack is built for a Starfinder adventure set on a frozen littoral tundra where black seawater gnaws at blue-white ice shelves and the dead rise only when the tide retreats. The five characters below are tied to Glasstorm Reach, a half-abandoned outpost perched over an ancient burial plain. Beneath that plain, sealed in glacier ice, sleeps Irkhalaxx, a primordial white dragon whose dreams bleed into the cold. The walking dead are not random monsters; they are part omen, part defense system, and part accusation.

Use this pack as the social core of a mystery, survival trek, or faction drama. Each NPC can become ally, obstacle, suspect, or tragic casualty depending on player choices. The central revelation is that the “treasure” drawing scavengers, cultists, and fortune-seekers to Glasstorm Reach was never a hoard of gems. It is a truth: the dead are trying to lead the living to a hidden cryo-vault containing Sere Vale, the last witness who knows why the dragon was entombed and what will happen if the seal is broken. The meaningful choice for the PCs is not who gets rich, but who gets to control that knowledge.

Background

Glasstorm Reach began as a salvage camp over ruins exposed by glacial collapse. Prospectors found draconic bone, alien alloys, and encoded burial markers from a lost polar covenant called the Tideward Oath. That discovery drew scholars, pirates, and opportunists. Then the dead began to rise at low tide, emerging from tide caves and salt-frozen graves to wander inland with uncanny purpose. They do not attack mindlessly; often they claw symbols into ice, point toward the sea, or gather around old shrine stones before collapsing again when the tide returns.

The five NPCs are linked by the Reach’s fragile ruling circle, nicknamed the Low-Tide Wakers by locals. Some want to solve the haunting, some want to profit from it, and some fear what the truth would do to the settlement. All are entangled in the same secret: the dragon below the ice is not guarding treasure. It is part of an ancient prison, and Sere Vale, preserved below the burial plain, knows whether waking the dragon would save the region or doom it.
