Cinderhold is a dwarven forge-city built into the rim and inner walls of an active volcanic caldera. Its forges never cool, its smiths produce legendary arms and armor, and its people live under a constant pall of ash and heat. But every full moon, someone vanishes—never the powerful, always the overlooked: a beggar, a courier, a night-shift smelter. The city guard dismisses the disappearances as accidents or flight, but the locals whisper of the “Moon Tithe.” Adventurers drawn by rumors of a legendary treasure—the “Ember Crown” said to grant mastery over fire—soon discover the treasure is not an artifact at all. It is a truth: the city’s eternal forge-fire is fueled by a captive fire primordial, and the full-moon sacrifices keep it bound. The real treasure is the knowledge of how to break the pact without destroying Cinderhold, and that knowledge is held by one forgotten person or hidden record. This Location Pack presents five interconnected sites. Use them as a mystery trail: the market offers hooks, the warrens hide victims, the temple perpetrates the rites, the forge contains the primordial, and the observatory holds the key. Characters must decide whether to expose the truth, renegotiate the pact, or destroy the forge—each choice reshaping the city.

Background

Three centuries ago, the dwarf smith Kaelen Flamebeard discovered a dormant fire primordial slumbering beneath the caldera. Desperate to fuel his forges and save his clan from starvation, Kaelen made a pact: the primordial, Ignis, would lend its heat to the city’s furnaces, and in return, one mortal soul would be offered to its flames every full moon. Kaelen bound the primordial with runes of fire and blood, but the ritual required a mortal agent—a secret order called the Veiled Moon, which operates from the Temple of the Molten Veil. The city prospered, its blades and armor famed across the land. The original pact was sealed in a hidden chamber beneath the temple, and the knowledge of how to safely unbind Ignis was written in Kaelen’s private journal, hidden in the Glass Observatory. The journal reveals the truth: the “Ember Crown” is not a crown, but the coronet-shaped rune array that anchors the primordial. Breaking the array requires three forge-tools scattered across the city. Only a living descendant of Kaelen—a bloodline long thought extinct—can perform the unbinding without unleashing a volcanic cataclysm. That descendant is a lowly ash-sweeper in the Smoldering Warrens, unaware of their heritage.
