Adventure Summary
This campaign framework is designed for 4-5 characters beginning at 5th level and ending around 8th level over 5 sessions of roughly 4 hours each, with room to expand to 6 sessions if the group leans into investigation and faction play. Set in the criminal underworld of the vast medieval city of Veycross, the adventure begins when a minor noble disappears while tracing strange lights in buried ruins beneath the city. What first appears to be a hunt for contraband, hidden treasure, or lost royal wealth becomes a struggle over a more dangerous prize: the truth of who founded Veycross, who has secretly guided its underworld for generations, and whether that truth should be exposed, sold, buried, or used to seize power.
Background
Veycross is a city built in layers. At street level it is a place of market bells, guild rivalries, toll bridges, shrines, courts, and crowded tenements pressed against the walls of old noble estates. Beneath that life lies another city: storm drains widened into passageways, forgotten crypt roads, collapsed cisterns, smuggler stairs, plague pits sealed with iron, and the moss-lit bones of an older settlement that existed before the current crown ever claimed the river valley. Every generation rediscovers some portion of these depths, and every generation the city learns again that the underways are easier to enter than to understand.
The ruling houses of Veycross maintain that the city was founded by a heroic line of merchant-lords who drove out raiders and united the river trade. That story is repeated at court, in schoolhouses, and in civic festivals. Yet among thieves, tomb robbers, and cellar-priests there persists a different tale: that Veycross did not conquer the deep places beneath it, but made terms with them. In the oldest criminal circles, a symbol of three blue lanterns marks doors, debts, and oaths that predate the current guilds. Most assume it refers to a dead smuggling syndicate. A few know it means something older and stranger.
Long ago, before the current dynasties, a hidden power in the drowned ruins below the city offered knowledge in exchange for silence, tribute, and the careful direction of urban growth. That power did not hoard gold; it cultivated dependence. Sewer lines were shifted, rival districts burned at opportune times, new walls rose over old sanctums, and ambitious families prospered if they helped bury the truth. The result is modern Veycross: rich, crowded, corrupt, and stable only because its elites and criminals alike unknowingly move along channels carved by a buried intelligence. Now that order is weakening. Strange blue-green lights have appeared in the ruins, smugglers vanish in sealed tunnels, and one noble investigator has gotten too close to the living secret beneath the city.
