Each night when the sea pulls back to its lowest ebb, drowned corridors open to the air and the dead begin to walk inland, trailing brine, grave sand, and scraps of linen. Villagers blame tomb-robbers, curses, and the cruel magistrate who has sealed the site. They are only half right.

The five NPCs in this pack are designed to support an investigation that becomes a moral dilemma. At first glance, one figure seems to be the clear villain: a harsh guardian using mercenaries, lies, and violence to keep everyone away. In truth, that guardian is containing a deeper horror within the pharaoh’s flooded reliquary. The walking dead are not an invasion force, but pressure escaping a failing prison.

Use these NPCs to create a tense, choice-driven scenario. The heroes can side with fearful locals, ambitious scholars, opportunistic smugglers, or the severe protector at the tomb. They may try to cleanse the curse, loot the ruin, preserve dangerous seals, or expose buried history. Every NPC wants something reasonable, but none of them see the whole truth. That makes alliances unstable and consequences memorable.

Background

Long ago, Pharaoh Nesuret-of-the-Ninth Horizon ruled a kingdom where desert trade met the sea. In his final years, he ordered a hidden tomb raised within cliffs exposed only at low tide, believing the moon and ocean would guard his afterlife. What his priests concealed was that Nesuret did not die cleanly. He bound a ravenous funerary intelligence beneath his own sarcophagus: the Devouring Breath, a hungry spiritual force that strips memory before it consumes flesh. The pharaoh’s burial rites became a containment ritual, and generations of wardens kept the secret.

Now those wards are failing. Saltwater has shifted ancient stones, smugglers have opened forgotten vents, and desperate villagers have scavenged relics from the exposed shore. The dead rise only at low tide because that is when the tomb’s sealed arteries open and the imprisoned force can exhale through its servants. The apparent tyrant closing the site is not trying to monopolize treasure, but stop a catastrophe. Unfortunately, their methods may spark the very disaster they fear.
