Background

Two thieves’ guilds — the Drowned Crows and the Silver Eels — contest the city’s canal-side black markets. Three months ago, a Crow operative named Kael was garroted during a deal gone wrong — not by the Eels, but by a double agent. Kael’s body was dumped in a flooded undercroft beneath the Crows’ own safehouse. The betrayal and unfulfilled promise of revenge twisted Kael into a specter bound to that place. During the full moon, its influence seeps through the canals like mist, seeking fear to feed on.
